Publication Scheme

Welcome to The Castle Medical Group’s Publication Scheme. This is a guide to the General Practitioners’ (who practice together) within the partnership as required by the Freedom of Information Act 2000.

PART ONE

Introduction

This Publication Scheme is a complete guide to the information routinely made available to the public by Drs Huson, Bailey, Flatley, Higson, Ibbotson, Mackean, McBride, Owen and Saunders. It is a description of the information about The Castle Medical Group and the General Practitioners that is available to the public. It will be reviewed at regular intervals and we will monitor its effectiveness.

Your rights to information

  • In addition to accessing the information identified in the Publication Scheme, you are entitled to request information about The Castle Medical Group under the NHS Openness Code 1995.
  • The Freedom of Information Act 2000 recognises that members of the public have the right to know how public services are organised and run, how much they cost and how the decisions are made.
  • From January 1 st 2005 the act will oblige the General Practice to respond to requests about information that it holds, and is recorded in any format and it will create a right of access to that information. These rights are subject to some exemptions which have to be taken into consideration before deciding what information it can release.
  • Under the Data Protection Act 1998, you are also entitled to access your clinical records or any other personal information held about you and you can contact the Practice Manager to do this.

How much does it cost?

The publications are all free unless otherwise indicated. Where there is a charge for providing information the cost will be calculated as set out in each class.

How is the information made available?

The information within each Class is available in hard copy from the Practice Manager.

Classes of Information

All information at The Castle Medical Group is held, retained and destroyed in accordance with NHS guidelines. Our commitment to publish information excludes any information which can be legitimately withheld under the exemptions set out in the NHS Openness Code or Freedom of Information Act 2000. Where individual Classes are subject to exemptions, the main reasons are the protection of commercial interests and the protection of personal information under the Data Protection Act 1998. This applies to all Classes within the Publication Scheme.

This practice is part of the Hyndburn and East Lancashire Primary Care Trust, and provides General Medical Services to over 14,600 patients living within Clitheroe and surrounding area.

The partnership at present comprises of six full time, one two thirds time and two half time partners. We also employ three part-time GP Assistants who work for a total of thirteen sessions per week:

We are a training practice, and employ GP Registrars, as well as looking after Medical Students for short periods, as part of their training. At present, our GP Regsitrar is:

About the Partners.

Dr Anne Huson – Anne is the Senior Partner, and a former GP Registrar in the practice. She is the Ribble Valley representative on the Local Medical Committee and also does work for the East Lancashire Primary Care Trust. Her special area of clinical interest is palliative care.

Dr Martin Flatley – Martin is also a former GP Registrar in the practice.  He has particular responsibility for premises and legal matters and he takes responsibility for the childhood immunisation clinics (including the baby assessments).

Dr Ron Higson – Ron provides dermatology services to patients across East Lancashire and he is the practice lead on prescribing.

Dr Ian Ibbotson – Ian is another former GP Registrar in the practice. Ian runs the occupational medicine service, which he has developed over recent years. He is the practice representative in the out of hours co-operative, and represents the practice on the Treatment Room Committee. He also chairs the Clitheroe Heart Machine Fund.

Dr Will Mackean – Will is the final former GP Registrar in the practice. Will qualified as a GP trainer in 2004  He haas recently taken responsibility for Health & Safety issues and aslo chairs practice meetings. His particular area of clinical interest is in mental health, and Will is chairman of the local mental health team.

Dr Gavin McBride – Gavin works two thirds time nd has a particular interests in pain management and palliative care, and takes joint responsibility for child health surveillance within the practice.  He is also the partner responsible for QOF (Quality and Outcomes Framwork) and is the practice lead for Practice Based Commissioning.  Gavin recently qualified as the third GP trainer in the practice.

Dr Susie Owen – Susie is a part-time and she takes responsibility for staffing maters within the practice.  Her specialist area within the practice is Asthma and Chronic Obstructive Pulmonary Disease.

Dr John Saunders – John is also a GP trainer and is currently the Business Lead in the practice.  John is School Doctor at Stonyhurst College.  He is a former member of the District Audit Team, formerly a GP Appraiser and is an ex-Chairman of the School Governors at Ribblesdale High School Technology College and has a keen interest in sports injuries.

In addition to the medical and nursing staff, the practice employs a number of medical receptionists, medical secretaries and other administrative personnel.

Class 2 – Our Services

The range of services we provide under contract to the NHS.

The practice provides a full range of General Medical Services to patients, including:

  • Child Health Surveillance
  • Vaccination and Immunisation
  • Contraceptive Services
  • Maternity Services
  • Minor Surgery
  • Chronic Disease Management

Some services, including the referral of patients for specialist treatment, require information to be shared with other healthcare professionals. This information is shared only when necessary, and in accordance with NHS procedures.

The practice also provides private medical services to a number of individuals and organisations.

The practice provides medical services to Stonyhurst College. Dr John Saunders is the School Doctor, supported by Dr Susie Owen, who look after both boarding and day pupils. The practice holds a surgery twice a week at the college.

Dr Ron Higson provides a dermatology service to patients from practices across East Lancashire.

The practice provides occupational medicine services to a large number of local businesses. Dr Ian Ibbotson undertakes works medicals, and sees patients works injuries.

Surgery Opening Hours:

Monday to Friday (8.30 am to 6.30 pm)

Out of Hours Cover is provided by the the Blackburn & District Medical Co-operative.   The service is based at Royal Blackburn Hospital. Out of Hours Services are available to patients by contacting the practice in the normal manner.

Class 3 – Financial and Funding Information

Funding details and charging policies.

The Castle Medical Group receives money from East Lancashire PCT as part of the contract to provide General Medical Services held between the practice and the NHS.

The total income received from the NHS for fees (before expenses) in 2005/6 was £2,300,000

The total sum spent on drugs prescribed in 2005/6 was £2,109,664.

These are leaflets and guidance produced by the practice, and are free of charge. We also provide a wide range of leaflets produced by other organisations, offering health advice in a number of areas. These are also available free of charge from the reception.

Class 5 – Complaints

Policies, procedures and contacts for complaints.

The practice follows the NHS guidelines for dealing with complaints, and has produced a Complaints Information Leaflet, which details the complaints procedure.

All complaints should be made in writing and addressed to the Practice Manager.

A copy of the Complaints Information Leaflet is available at the reception desk.

Class 7 – This Publication Scheme

In this class we will publish any changes we make to this Publication Scheme, the criteria on which our information management policies are made, and a referral point for all enquiries regarding information management generally in the practice. We will also publish any proposed changes or additions to publications already available.

Cost of Information

Single copies of all leaflets and policy documents are available free of charge. Additional copies will be charged at a rate of 10p per sheet, plus postage and packing if applicable.
